BACKGROUND:  Public Works proposes to use water blasting for pavement marking removal instead of the traditional method, grinding. Water blasting (hydroblasting) is a process that uses high pressure water, typically between 34,000 and 40,000 psi to clean the surface and remove the pavement markings. Hydroblasting can remove any type of pavement markings, including thermoplastic and tape, and it can be used on both concrete and asphalt roadways. The Hydroblasting equipment for this project will include truck-mounted units with a vacuum recovery system to collect residual water, paint and debris for disposal.
 
The advantage of hydroblasting is that the surface is left clean, nearly dry and ready for almost immediate restriping. Also, it may do less damage to the surface of the pavement as compared with grinding. The City currently does not own water blasting equipment, but it does own walk-behind hand grinding equipment. Hand grinding is a slow and dirty process that causes damage to the pavement surface. This contract will allow the Public Works Department to evaluate and compare water blasting to traditional grinding.
 
Public Works prepared the contract specifications, advertised the project for bids, and bids were accepted and opened on August 28, 2014 with one bidder submitting. This type of work is rather specialized, with few contractors in the area.

The Good Faith Efforts documentation submitted by Roadsafe Traffic Systems has been reviewed and approved by the Equal Opportunity Manager.  Because pavement marking removal by water blasting is the primary scope of work available, no subcontracting opportunities exist on the project.  All work will be performed by the company.
 
FINANCIAL IMPACT: This project will be funded from Capital Project PB1204 (Bridge Structure Repair) which is a capital account accumulated each year to address minor structural repairs on bridges under the city's jurisdiction.  This program has a balance of $125,000 remaining, which staff feels is adequate to fund this contract as well as address any bridge issues that may arise.             
 
NEIGHBORHOOD CONCERNS:   Pavement markings are one of the most important items on the roadway for guidance to drivers. These markings offer a large return on investment when comparing the safety benefits to the cost. Grinding pavement markings sometimes leaves "ghost" markings which are confusing to drivers.
      
IMPACT IF APPROVED:  Pavement markings will be removed with water blasting.
 
IMPACT IF DENIED:   Pavement markings will not be removed with water blasting.
 
ALTERNATIVES:   Continue grinding pavement marking removal.
