ACTION REQUESTED: 

Title

Communication from the City Manager with a Request to ADOPT an ORDINANCE Amending Chapter 18, Article XIV, Sec 18-613 and Sec 18-614 of the CODE of the City of Peoria Pertaining to CIGARETTES.

 

Body

BACKGROUND:  On October 8, 2019, the City Manager presented to Council a balanced 2020-2021 Biennial Budget. As part of the budget presentation, an increase in the cost of a cigarette license was included. The cost of the proposed license is $500.00. The current cost of a cigarette license is $60.00. Also included is a proposed $100.00 non-refundable application fee. As part of the change in Chapter 18 Article XIV, Sec 18-613, staff is also recommending authorization for the police to conduct criminal background checks and taking fingerprints of all owners/applicants listed on the application and a thorough investigation into the eligibility of the applicant for the tobacco license. The result of these changes will bring the cigarette licensing procedure in line with the liquor licensing process.

 

FINANCIAL IMPACT:  It is anticipated that this increase will provide an additional $45,000.00 in revenues that will help offset the cost of issuance and enforcement relating to cigarette licenses.

 

NEIGHBORHOOD CONCERNS: Smoking is an overall concern to the health of our community.

                     

IMPACT IF APPROVED: The cost of a cigarette license will be increased to $500.00 and a non-refundable application fee of $100.00 will go into effect on January 1, 2020.

 

IMPACT IF DENIED:  The cost of a cigarette license will remain at $60.00.
