A.                     APPROVE an Incumbency Certificate and RESOLUTION Accepting a Grant from the Illinois Housing Development Authority (IHDA) for the HOME REPAIR AND ACCESSIBILITY PROGRAM (HRAP), in the Amount of $300,000.00; and

 

B.                     ADOPT an ORDINANCE Amending the City of Peoria 2023 REVISED ANNUAL BUDGET Relating to The Capital Fund, to Recognize the Receipt of a Grant from the Illinois Housing Development Authority (IHDA) for the Home Repair and Accessibility Program (HRAP) and the Corresponding Expenditures, in the Amount of $300,000.00. BACKGROUND:  The City of Peoria Community Development department submitted an application to IHDA in late 2022 for a competitive grant from the Home Repair and Accessibility Program (HRAP). The program provides home repairs to low and very low-income households in connection to health, safety, energy efficiency, or accessibility or roof repair or replacement.

 

The City was awarded $300,000 in grant funds from IHDA to support roof repair or replacement to approximately twelve (12) single-family homes within the city. Roof repairs are cost prohibitive to low and very low-income households.  The repairs will allow for the homeowners to remain in their homes and improve the condition of the house.

 

The city offers the yearly roof program using Housing and Urban Development (HUD) funding, but the applicants outstrip the available funding and the HRAP funding can help more households get the support they need.

 

To qualify for the program the applicants must meet have income at or below 80% AMI with preference given to those that are below 50% AM, and the participants must live in the home for three (3) years after the repairs are complete.

 

If approved, the funds are expected to be available March 15, 2023, and must be spent by March 15, 2025.

 

FINANCIAL IMPACT:  The City of Peoria will receive a grant from IHDA in the amount of $300,000.00 to support roof repair or replacement on single-family homes.

 

NEIGHBORHOOD CONCERNS:  There is continued need for additional resources to assist low-income households that could be displaced due to poor roof conditions. Homes that are not weather tight may become uninhabitable, driving out the owners and potentially leading to an abandoned property.

                     

IMPACT IF APPROVED: The City would have an additional $300,000.00 in grant funds from IHDA to repair or replace roofs.

 

IMPACT IF DENIED:  The City would not receive the grant funds.
