Communication from the City Manager and the Community Development Director with a Request to APPROVE the Allocation of $130,000.00 in COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) Funds as a Match for the Peoria City/County Health Department HUD Lead Hazard Control Grant Application.

BACKGROUND:
On June 24, 2014, under item # 14-251, the City Council approved a request to commit to allocate $200,000 in matching funds to the Peoria City/County Health Department as part of a lead abatement program. In August 2016, the Peoria/City County Health Department was awarded over $3 million by HUD for this program.
Lead-based paint poisoning is a significant health concern for children living in older houses. Almost all housing built prior to 1978 has some lead-based paint and the ingestion of lead-based paint by children can lead to significant mental and physical disabilities. The purpose of this program is to provide mitigation of lead-based paint hazards in older housing where children are present.
Since 2007, this program has assisted 673 households throughout Peoria. The table below indicates the number and location of the housing units that have been assisted since 2017 with a total of 673 households abated. City funds contributed to 132 projects including four to date in 2016.

The allocation of the additional funding will serve a minimum of an additional 13 low-income households, with a maximum of $15,000 per household.
FINANCIAL IMPACT: $50,000 has already been allocated as match. An additional $130,000 would be allocated with the final $20,000 budgeted as a part of the 2017 CDBG budget.
NEIGHBORHOOD CONCERNS: As a part of the HUD Annual Action Plan, public hearings and public comment periods allowed for feedback regarding this program and no concerns were raised.
IMPACT IF APPROVED: The $130,000 would be allocated to the City/County Health Department for the Lead Hazard Control Program.
IMPACT IF DENIED: The $130,000 would not be allocated and alternative uses of the CDBG funds would need to be identified. The City/County Health Department would be required to locate additional matching funds to continue the program.
