Communication from the City Manager and the Community Development Director with a Request to ADOPT an ORDINANCE Amending CHAPTER 5 of the CODE of the City of Peoria Related to the License Review and Registration Process for Electrical and HVAC Contractors.

BACKGROUND: The City of Peoria is proposing to amend the review of applicant for license for electrical and HVAC contractors, and the HVAC contractor’s license or registration; application in Chapter 5 of the City of Peoria City Code in order to allow for the ease of applicants to take approved tests which sufficiently test the experience and qualifications of applicants at testing centers such as Illinois Central College. Currently, the testing is developed and proctored by City Building Safety staff.
The City of Peoria would like for applicants to be able to take approved tests at testing centers in order to make the applicant testing process faster and more efficient.
FINANCIAL IMPACT: The City will have a minor decrease in revenue by not charging a testing fee. However, the additional time gained by not having to write and proctor tests will off-set any lost revenue.

IMPACT IF APPROVED: The review for applicant for license for electrical and HVAC contractors, and the HVAC contractor’s license or registration; application will be amended in Chapter 5 of the City of Peoria City Code.
IMPACT IF DENIED: The review for applicant for license for electrical and HVAC contractors, and the HVAC contractor’s license or registration; application will not be amended in Chapter 5 of the City of Peoria City Code.
