Communication from the City Manager and Director of Public Works with a Request to Accept the LOW BID of R.A. CULLINAN & SON, INC., a Division of United Contractors Midwest, and Award the Construction CONTRACT, in the Amount of $5,099,248.64, with an Additional Authorization of $254,962.43 (5%) in Contingencies, for a Total Award of $5,354,211.07 for the UNIVERSITY STREET (PIONEER PARKWAY TO TOWNLINE ROAD) RECONSTRUCTION PROJECT. (Council District 5)

 

Body

BACKGROUND:  The modernization of North University Street within Pioneer Industrial Park has been identified as a key project for the city and the region.  At its meeting May 23, 2017 under Item #17-150, City Council approved a Resolution supporting the application for an FY2016 Economic Development grant to fund the project.  The City of Peoria has received approximately $2 million in funding from an Economic Development Program (EDP) grant, approximately $2 million in funding from an Economic Development Administration (EDA) grant, and has committed to funding the remaining portion.

 

Hermann & Associates LLC developed the plans and specifications for the project, which includes replacement of the existing pavement, drainage structures, curb and gutter, driveways and sidewalk with jointed concrete pavement, concrete sidewalk on the west, hot-mix asphalt multi-use path on the east, concrete driveways, lighting and a new drainage system. The new drainage system will include new storm sewer, manholes, inlets, underdrain, and storm water storage chamber/aggregate infiltration trench system.

 

A public information meeting will be held for this project prior to construction starting.  The contractor will schedule the meeting and advertise its date, time and location in all local newspapers and media outlets in the City of Peoria. Written notification of same will be sent to all residents and property owners adjacent to the project limits. City staff will provide the meeting notice and mailing list to the contractor, and the meeting shall be conducted jointly by contractor and city staff. The meeting shall cover the nature of the work, the project schedule, and any other issues that may arise.

 

Bids were advertised on August 1st and 2nd, 2018 and opened on August 16, 2018, with the following bids submitted:

R.A. Cullinan & Son, Inc. is a local business that has successfully performed work for the City many times.  The EEO Good Faith Efforts documentation submitted by RA Cullinan has been reviewed and approved.  RA Cullinan will be awarding subcontracts to MBEs equaling 10.8% and a WBE equaling 4.4% of the total bid amount and will be making a good faith effort to reach the City goals of 18% minority workforce utilization and 3% female workforce utilization.

FINANCIAL IMPACT:  80% is covered by two grants received for the project, and the remaining 20% was budgeted in the 2018 Community Investment Plan.

 

NEIGHBORHOOD CONCERNS:  Plans to modernize North University were developed in response to reoccurring concerns over several years from many businesses within the industrial park on the street’s inadequacy because of its narrow width, lack of turning lanes, poor drainage, lack of curb and gutter, and weak subsurface. University has an average of 7,500 to 10,000 vehicles traveling on it daily. The modernization of this section will directly support the job retention and creation capacity for ATS, G&D, JT Fennell Company, Lynch Aluminum Mfg. Co. and Supply Chain Services International.  The project is a critical infrastructure investment to Pioneer Industrial Park.

                     

IMPACT IF APPROVED: Construction of the improvement project will begin.

 

IMPACT IF DENIED:  Construction of this improvement project will not begin. If the City does not follow the EDA’s grant requirements, we could lose the EDA grant funding.
