BACKGROUND: Bids were solicited for the purchase and installation of seventy-three dusk-to-dawn light units and seventy-three 42-watt bulbs.  The low bidder for the light units and bulbs (in the amount of $4,161.73) was Grainger. The low bidder for the installation of the light units was Tillman Electrical Services.  Listed below is the criteria used for the proposed installation bidding process.
