McBEAN STREET, and 900, 904, 906, 908, 910, 912, 914, 916, 918, and 920 W. JOHNSON STREET (Parcel Identification Nos. 18-08-419-002, 18-08-419-003, 18-08-419-004, 18-08-419-005, 18-08-419-006, 18-08- 419-007, 18-08-419-008, 18-08-419-009, 18-08-419-010, 18-08-419-011, 18-08-419-018, 18-08-419-019, 18-08-419-020, 18-08-419-021, 18-08-419-022), Peoria IL. Body

BACKGROUND:  Jane Genzel of Peoria Opportunities Foundation, is proposing to develop an affordable housing mixed-use building located at W Johnson/MacArthur Ave/McBean St (across from Martin Luther King Jr Park).  The properties are city-owned having been acquired through the Land Bank program.  The proposed development aligns with the Southside Revitalization Plan and MacArthur Corridor plan as part of the Near Southside Housing Needs Assessment and Community Revitalization Plan. 

 

This project will add 54 new residential dwelling units specifically for persons aged 55 and up and some additional commercial space in area code 61605.  The request includes a building height waiver to four stories; a parking setback waiver to five feet, and a density waiver to 37.33 dwelling units per acre.  Apartments within the CN (Neighborhood Commercial) District require special use approval.

 

The Planning & Zoning Commission found that the request, in case PZ 1158-2022, met the Findings of Fact and voted 6-0 to approve the request subject to the following conditions:

1.                     All remaining zoning regulations shall be met.  An amendment to the special use shall be required if additional waivers are requested at time of development.

2.                     Add five bicycle parking spaces.

FINANCIAL IMPACT:  NA

 

NEIGHBORHOOD CONCERNS (at the Planning & Zoning Commission Meeting):  One neighbor spoke in opposition to the request and requested a deferral at the December 1, 2022 public hearing.  No additional comments were received at the January PZ Commission meeting.

 

IMPACT IF APPROVED:  A mixed-use building for persons aged 55+ may be established on the site subject to the conditions above and approval of all required permits.

 

IMPACT IF DENIED:  A mixed-use building would not be established on the site.
