BACKGROUND:  
Staff has determined that most mowing contractors are too small to complete the entire mowing contract and still service their regular customers.  In order to allow small contractors to bid and get the best prices, this mowing contract is divided into 5 routes.  Bidders are asked to bid on all 5 routes but are only awarded as much work as they can complete per the City's schedule.  The only bidder qualified to complete all 5 routes was Commercial Grounds Maintenance.
 
The Purchasing Division distributed 50 bid packets and 6 bidders responded.  One new bidder was disqualified for not following directions and 5 bids were opened.  The bids are shown in the table below.  The City has a 3% incentive to award work to local vendors.  JIMAX Landscaping is the only vendor located in the City of Peoria.  Even though they were the second low bidder on Routes 2 and 5, this 3% incentive made them the recommended low bidder on these routes.  The recommended bids are shown in bold type.  Due to the severe drought the past two years, most locations were only mowed 13 times.  However, during a wet year these locations might have to be mowed 22 times.
