BACKGROUND:  In the fall of 2018, one of the combined sewer overflow (CSO) outfall pipes failed at the river’s edge, compromising the adjacent railroad tracks. City crews were mobilized to televise the pipe; however, our equipment was not adequate to complete the task. Cleaning and televising all the CSO outfall pipes is a multi-year project that will allow us to be better prepared to address the potential issue before they occur thus saving money long term.

 

The Greater Peoria Sanitary District (GPSD) has been providing operation, maintenance, repair, replacement, improvement, and management of the sewer system owned by the City under an intergovernmental agreement dated December 18, 1990. 

 

Project plan documents for the initial phase of cleaning and televising the City’s CSO outfall pipes were prepared in conjunction with a current, similar GPSD project. GPSD advertised the project and received bids on September 6, 2022.

 

The bid for the City’s portion of the project is below:

The Engineer’s estimate for the project is $387,240.00.

 

National Power Rodding has extensive experience cleaning and televising sewers for GPSD. They are also currently working on a sewer cleaning and televising project for GPSD. 

 

Staff recommends increasing the low bidder’s contract to $272,202.50 to accommodate a contractually allowed 25% increase in contract value to allow more of the City’s outfall pipes to be cleaned and televised at this favorable bid price.

 

The proposed intergovernmental agreement between the City and GPSD, specifically for CSO outfall line cleaning and televising, is attached. The 1990 intergovernmental agreement is also attached for reference.

 

The subcontractor utilization statement submitted by prime contractor National Power Rodding Corp. indicates the company will not be utilizing any subcontractors on this project and the company submitted a Minority/Women Business Enterprise (M/WBE) Participation Waiver Request.  Documentation is hereby reviewed and approved by the Chief Diversity and Inclusion Officer, Equal Opportunity Office.  The company’s Minority/Women Business Enterprise (M/WBE) Participation Waiver Request was granted because no M/WBE firms responded to National Power Rodding Corp’s invitation to bid. National Power Rodding Corp is committed to reaching the 18% minority and 3% female workforce participation goals.

 

FINANCIAL IMPACT:  The project will be funded through Project #W2204, Combined Sewer Outfall Televising.

 

NEIGHBORHOOD CONCERNS: The project will verify outfall pipes are functioning properly and minimize potential system failure and neighborhood disruption.

                    

IMPACT IF APPROVED:  CSO outfall lines will be cleaned and existing conditions documented.  Repair plans will be developed based on video inspection results.

 

IMPACT IF DENIED:  CSO outfall lines will not be cleaned and televised and potential preventive maintenance and repair activities will not be completed thereby increasing the risk of pipe failure.
