Communication from the City Manager and Director of Public Works with a Request to ACCEPT the LOW BID of STARK EXCAVATING, INC. and AWARD the Construction CONTRACT in the Amount of $5,341,982.77, plus 10% Contingency for a TOTAL CONTRACT of $ 5,876,181.05  for the MACARTHUR HIGHWAY BRIDGE RECONSTRUCTION PROJECT. (Council Districts 1 & 2)

BACKGROUND: 

 

This amended City Council Item #18-060 is being made available due to the bids being opened on Friday, March 9th. This date coincided with the IDOT State letting, the original date that this project would have been available for letting.

 

The timeliness of this amendment could allow Construction Contracts to be issued to promote Construction activity in April, which then allows the schedule to reopen the bridge to pedestrian and vehicular traffic before winter 2018-19.

 

Construction of this project is being substantially funded with federal funding, thus holding to State law for the award to the lowest responsible bidder per 44 Illinois Administrative Code Part 650 and Part 6.

 

The City was effective at negotiating with IDOT to move this project from a State-held contract to a more time-efficient Local-held contract. City Council authorized this process as Item #17-380. IDOT and FHWA approved this request. City staff took several steps to accelerate the project letting cycle to allow the project to move forward to give the best opportunity to reopen the site to vehicles and pedestrians by end of 2018 construction season.

 

The MacArthur Highway Bridge Reconstruction Project was advertised through the IDOT Contractor Bulletin for 21 days, through PJ Star, the City’s e-alerts system, and also through eprismsoft.com’s notification system. Bids were opened on Friday, March 9, 2018 with three bids received as follows:

Staff recommends authorization to increase the base bid of the lowest responsible bidder by 10% or $534,198.28 for construction contingency.

 

The Good Faith Efforts documentation submitted by Stark Excavating has been reviewed and approved.  The company will be utilizing State-recognized Disadvantaged Business Enterprises (DBE) for Electrical supplies, Steel & Rebar installer, rebar manufacturing, Concrete sawcutting, signs, impact attenuators, Traffic Control, and Striping equal to 10.42% of the base contract amount. The goal on this project was set by IDOT at 10%. The Contractor looks to exceed that goal.

 

Federal funds on this job do not allow the use of local M/WBE designations, thus the project was required to utilize the IDOT Small Business Enterprise’s Disadvantaged Business Enterprise companies.

 

The Contractor will follow the Specifications of this contract to use 18% Minority hours by trade and 6.9% Female Hours by Trade. This project’s federal fund required the Workforce goals to meet or exceed the IDOT goals for the Peoria-Tazewell-Woodford county grouping. Those original IDOT numbers are 4.4% Minority and 6.9% Female hours. The workforce goals for Minority workers on this project were adjusted upward from IDOT goals, and the female workforce goals are at the State limit. Staff worked with IDOT and FHWA to sufficiently raise project’s goal and make those partners aware of potential to amend the State-recognized goals for this Tri-County area for the future. 

 

 

FINANCIAL IMPACT:  This project is funded in the Community Investment Plan.

 

NEIGHBORHOOD CONCERNS:  Staff has held four public meetings at Valeska Hinton School between 2016 and 2017. Furthermore, staff has consulted with stakeholder groups from Southside advocates, around Main Street, Bradley University, State and Local Historic Preservation, immediately adjacent property owners, utilities, and IDOT for their similar-timing of traffic routing from Knoxville Avenue’s project. Another public meeting will be scheduled ahead of construction commencement.

                     

IMPACT IF APPROVED: The City Manager and Staff can proceed with issuing construction contracts to initiate the 2018 Community Investment Plan’s MacArthur Highway Bridge Reconstruction.

 

IMPACT IF DENIED:  This project will be delayed. This will cause a later start and run a high probability risk of not being able to safely open the bridge before next winter.

 

This structurally deficient, functionally obsolete, and structurally-rated 3/100 bridge, with two recent load restriction changes, will continue to become a more unsafe bridge if no Construction Contract is authorized. Furthermore, delays in project awarding can affect Federal funding allocation. This project must be authorized for funding in the State’s 2018 Fiscal Year, by June 30th, 2018.
