Body
BACKGROUND:  Orange Prairie Road is a proposed Principal Arterial as shown on the City's Street Plan and Thoroughfare Map. In 2009, the State Legislature provided funds to construct Orange Prairie Road from IL 91/Grange Hall Road/Alta Lane at the north to US 150 (War Memorial Drive) at the south. The funding for the road is provided through an agreement with the Illinois Department of Transportation (IDOT).
 
The last phase of construction is underway and on target for a September 30, 2015 completion. It appears that there will be approximately $350,000 remaining in the overall $17.8 million grant. The grant is specific to the public infrastructure improvements of the Orange Prairie Road corridor.
 
In the past year, several issues and opportunities have arisen regarding pedestrian access along the corridor. HyVee has opened the fueling station at the northeast corner of the intersection of War Memorial Drive and Orange Prairie Road, and the adjacent HyVee grocery store is near completion. The Louisville Slugger complex is active, and the Holiday Inn construction is progressing.
 
HGS (Affina), located at the northwest corner of the intersection of War Memorial Drive and Orange Prairie Road, has hundreds of employees, many of whom travel by bus. HGS management contacted the City with concerns about their employees crossing Orange Prairie Road to walk to the HyVee gas station and other Shoppes of Grand Prairie stores. Also, HGS has moved the CityLink bus shelter onto their property, since there are no sidewalks along their Orange Prairie Road frontage.
 
In addition, Methodist Nursing College representatives also contacted the City with concerns for their future student pedestrians crossing Orange Prairie. Both the College and HGS support building a pedestrian path connecting their properties to Orange Prairie Road. They are willing to dedicate an easement, at no cost to the City, and to maintain the east-west portion of the path. The construction is included in the subject change order.
 
All parties agree that rapid flashing beacon (RFB) pedestrian crossings would be beneficial. (These types of facilities were installed recently at the Washington/Harrison roundabout and at the intersection of Wilhelm and Granite.) Staff looked at four locations where these RFB's would add to pedestrian safety and convenience:
·      At the intersection of the Orange Prairie driveways for HyVee and the Holiday Inn (serving Methodist students and HGS employees)
·      At the intersection of American Prairie and Orange Prairie (serving the VA facility, and Grand Prairie Apartments)
·      At the Louisville Slugger main entrance
·      At the northern limit of the four-lane section of Orange Prairie, where the bike path crosses Orange Prairie
 
Finally, the proposed change order includes work to fill in gaps in the pedestrian network, as follow:
·      Along the east side of Orange Prairie Road from Landens Way to War Memorial Drive
·      Along the east side of Orange Prairie from the north side of the new HyVee to American Prairie Drive
·      Along the east side of Orange Prairie between the Grand Prairie Apartments and the Louisville Slugger complex.
·      Along the west side of Orange Prairie between the HGS driveway and the Holiday Inn driveway, including the relocation of the CityLink bus shelter to be adjacent to the new sidewalk
 
The attached proposal and map show details of the work.
 
If this change order is implemented, pedestrian continuity will be accomplished along Orange Prairie Road from Charter Oak School to 0.5 miles south of Illinois Route 91, a distance of approximately 3.7 miles.

**This is a calculated overall contingency. Based on other project final costs, staff recommends using any remaining funds to plant additional trees along the corridor.

The Attachments to this communication include a proposal for the work from contractor UCM, and a location map showing the proposed improvements.
 
 
FINANCIAL IMPACT:  The proposed additional pedestrian improvements will be 100% supported by the State of Illinois grant, subject to IDOT approval. These funds are available in the current City budget in project E10010 Orange Prairie Road extension.
 
NEIGHBORHOOD CONCERNS:  These proposed pedestrian improvements have been discussed with Councilman Johnson, representatives of Methodist College of Nursing, HGS, Inc., and Cullinan Properties, Ltd.
      
IMPACT IF APPROVED: The grant funds will be maximally utilized. A pedestrian element will be added to the roadway corridor. As a result, pedestrian continuity will be accomplished along Orange Prairie Road from Charter Oak School to 0.5 miles south of Illinois Route 91, a distance of approximately 3.7 miles. Remaining funds, if any will be used to plant more trees.
 
IMPACT IF DENIED:  Unused grant funds will be returned to IDOT.
 
ALTERNATIVES:  Suggest alternate uses of the excess grant funds that must be approved by IDOT and used only on the Orange Prairie Road project.
