Communication from the City Manager to Amend the INTERGOVERNMENTAL AGREEMENT between the CITY OF PEORIA and the PLEASURE DRIVEWAY AND PARK DISTRICT to Increase the Number of Appointees to the RIVERFRONT PROGRAMMING AND POLICY ADVISORY COMMITTEE (RPPAC) From Eight (8) Members to Ten (10).

BACKGROUND: In 2008, City Council approved the Intergovernmental Agreement between the City of Peoria and the Pleasure Driveway and Park District of Peoria, Illinois for programming for Riverfront and Gateway events. The City contributes $86,500 annually for Riverfront and Gateway programming and approximately $528,500 for non-programming support. The agreement also includes the establishment of the Riverfront Program and Policy Advisory Committee (RPPAC) charged with the scheduling and coordination of Riverfront activities and events.  The committee is comprised of eight (8) appointees with four (4) appointed by the City and four (4) appointed by the Peoria Park District. Since its inception, the RPPAC Committee has developed and managed annual programs and events that bring in an excess of 400,000 people to Peoria’s vibrant Riverfront.

 

Recently the RPPAC Committee met with the Mayor and Park District Board Chairman to discuss whether the committee’s functions are still needed due to their success in completing a solid annual programming schedule and the emergence of new City commissions and private organizations such as the Downtown Advisory Commission and Downtown Development Corporation. From the meeting, it was affirmed that there still is a vital role for the RPPAC in managing and developing new programs and events on the Riverfront (Attachment A). The RPPAC members also expressed their continued commitment to serve on the RPPAC Committee and requested that moving forward, they would like the Intergovernmental Agreement between the City and Peoria Park District amended to increase the membership of the RPPAC Committee from eight to ten. One additional member will be appointed by the City and one additional member will be appointed by the Park District.  Currently, the City has three RPPAC members filled and one vacant position.  Volunteers to fill the vacant slot and newly created slot have been identified and will be included on the City Council’s September 8, 2015 meeting agenda for appointment.

                                          

The proposed amendment to the Intergovernmental is attached for review. The change to increase RPPAC members will be in Section 4: A, Committee Makeup and Function:

 

The Mayor of the City of Peoria and the President of the Peoria Park District Board of Trustees shall appoint four five members to the Riverfront Program and Policy Advisory Committee.

 

FINANCIAL IMPACT:  The proposed change in membership has no financial impact on the current contract.

 

NEIGHBORHOOD CONCERNS:  None at this time.

 

IMPACT IF APPROVED: If approved, the City representation on the RPPAC Committee will increase from four members to five.

 

IMPACT IF DENIED:  If denied, the City representation on the RPPAC Committee will remain at four members.
