BACKGROUND:
DOMESTIC VIOLENCE GRANT - Over the past several years, the City of Peoria has received funding from the Illinois Criminal Justice Information Authority (pass-thru form the Department of Justice) for various domestic violence training and programs. The grant period was August 1, 2013 through July 31, 2014 and the total grant amount was $54,359. $22,650 was added to the budget during 2013, so the remaining $31,709 is applicable to the period January 1, 2014 through July 31, 2014. The City has also received a grant for the period August 1, 2014 through July 31, 2015 in the amount of $54,359. However, the amount of funds payable in 2014 is $22,650 with the remaining $31,709 being applicable to the period January 1, 2015 through July 31, 2015. This grant provides educational information, training and development of effective victim service programs in Illinois. The receipt and expenditure of these grants needs to be reflected in the FY2014 General Fund Budget in the amount of $31,709 and $22,650 respectively.
 
TOBACCO ENFORCEMENT GRANT - The Tobacco Enforcement grant is awarded by the State of Illinois. The grant period was August 1, 2013 to July 31, 2014 and the total grant for this period is $11,000. $5,500 was added to the budget during 2013, so the remaining $5,500 was applicable to the period January 1, 2014 through July 31, 2014.  The City has also received a Tobacco Enforcement grant for the period August 1, 2014 through July 31, 2015 in the amount of $11,880. However, the amount of funds payable in 2014 are $5,940 with the remaining $5,940 being applicable to the period January 1, 2015 through July 31, 2015. These grants are to be used to ensure the local establishments are in compliance with the minimum-age laws regarding the sale of tobacco products. These grant funds will not be used to enforce smoking violations within public places. The receipt and expenditure of these grants needs to be reflected in the FY2014 General Fund Budget in the amount of $5,500 and $5,940 respectively.
 
IDOT's STEP PROGRAM - In July 2013, the City of Peoria received notice of award from the State of Illinois Department of Transportation under the Highway Safety Project Agreement Sustained Traffic Enforcement Program (STEP) for $6,401. The funds allowed the city to conduct special enforcement for impaired driving mobilizations and occupant protection mobilizations during six or more holidays. The grant covered the period beginning October 31, 2013 and expired September 30, 2014. The 2013 budget was not amended to recognize any portion of the grant as the department was still providing services to the City of Washington after the tornado; therefore, no campaigns were done over the 2013 Thanksgiving Holiday. The City also received a STEP grant for the period October 1, 2014 through September 31, 2015 in the amount of $20,713.48. However, the amount of funds allocated to 2014 are $7,000 with the remaining $13,713.48 being applicable to the period January 1, 2015 through September 30, 2015. The receipt and expenditure of this grant needs to be reflected in the FY2014 General Fund Budget in the amount of $6,401 and $7,000 respectively.
