BACKGROUND:  Currently, there are fifty-one (51) parcels being appraised and their purchases being negotiated for the University Avenue (Nebraska Avenue to War Memorial Drive) Improvement Project.  Under Item #14-293, the City purchased the first of the 51 Parcels. That initial purchase included the largest parcel of property for the Project. Each of the other 50 parcels would need individual approval by City Council to complete their purchases.  The attached, proposed Ordinance would authorize the City Manager to accomplish this task more efficiently, for all projects, through direction to Staff and professional engineering staff under contract with the City. Most projects are time-sensitive, requiring completion of right of way acquisition before a project may be advertised for competitive bid in short construction seasons.
 
FINANCIAL IMPACT:  ROW purchase payments will be paid annually through budgeted project funds.
 
NEIGHBORHOOD CONCERNS:  The ROW acquisition provides Public Land needed to build improvement projects.  
      
IMPACT IF APPROVED:  Staff can continue to implement projects with timely right of way acquisition being cleared prior to the competitive bid process.
 
IMPACT IF DENIED:   Projects may not be cleared for bidding in a timely manner, sometimes jeopardizing state and federal funding during short construction seasons.
 
ALTERNATIVES:   As Council Directs.
