BACKGROUND:  
Funds for the Study of a Stormwater Utility were included in the 2014 Community Investment Plan. A policy session on storm water funding was held on March 4, 2014. At the policy session, Council requested to review any proposed Request for Qualifications (RFQ) for the services. Attached is a Draft of the proposed RFQ. Staff is requesting that Council approve it and authorize Staff to issue it.
 
A Stormwater Utility is a designated funding source for projects and programs associated with storm water drainage. A fee is determined, usually according to the water-shedding characteristics of a property. Properties with large roofs and parking lots would pay a higher fee than properties with large areas of grass. Steps to establish a Stormwater Utility include a Funding Feasibility Study, Public Involvement to determine how the fee is calculated and desired projects to undertake, a Preliminary Rate Study, and then determining all property charges and preparation of a Stormwater Utility Ordinance to be considered by the City Council. A designated funding source for drainage programs and projects can be used for the City's Combined Sewer Overflow Long Term Control Plan, as well as for pro-active maintenance on its aging storm sewer infrastructure. This stormwater utility development would be a one-time effort. If established, the Stormwater Utility would operate as an enterprise fund.
 
FINANCIAL IMPACT:  The amount budgeted for this service is $300,000.
 
NEIGHBORHOOD CONCERNS:  This undertaking would include a significant public involvement component.
      
IMPACT IF APPROVED: Public Works would proceed with the issuance of the Request for Qualification process to select a consulting engineering firm. Any proposed consulting engineering agreement would come before City Council for approval.
 
IMPACT IF DENIED:  A Consulting Engineer will not be selected to proceed with the Storm Water Utility Master Services project.
 
ALTERNATIVES: Provide direction to staff.
