Communication from the City Manager and Director of Public Works with a Request for the Following: (Council District 2)
A. APPROVE the LOW BID from OTTO BAUM COMPANY, INC. in the Amount of $1,323,000.00 and APPROVE a CONTRACT for the NATIVE PLANTS AND ACCESSIBLE ENTRANCE PROJECT at the Public Works Facility, with an Additional Authorization of $132,000.00 (10%) for Contingencies, for a Total Contract Award of $1,455,000.00; and,
B. ADOPT an ORDINANCE Amending the City of Peoria 2023 REVISED ANNUAL BUDGET to Allocate $640,000.00 from the Stormwater Utility Fund Balance for the NATIVE PLANTS AND ACCESSIBLE ENTRANCE PROJECT at the Public Works Facility. (Requires 2/3 Vote of Corporate Authorities - 8 Votes)

BACKGROUND: In order to reduce the maintenance cost of mowing and to improve infiltration, the turf grass areas at the Public Works Facility will be converted to Native Prairie Plants. The project also includes a 3-to-5-year maintenance plan to help the prairie plants get established and a walking path. In addition, the project includes the upgrade of the main entrance of the facility to meet Americans with Disabilities Act (ADA) requirements.
The plans and specifications were prepared by Midwest Engineering. The Advertisement for Bids for this project was published in the Peoria Journal Star and on the City’s website. Public Works opened Bids on February 23, 2023, with 3 bids received.

Otto Baum Company, Inc. is a local business that has successfully performed work for the city in the past.
The subcontractor utilization statement submitted by Otto Baum proposes that the company will be utilizing Central Landscaping (WBE), JD Traffic (WBE), Kelley Iron Works (WBE), Central IL Consulting (WBE), and Millennia Professional Services (MBE). The M/WBE work to be subcontracted amounts to 27.25% (5% goal) for WBE and 0.83% (10% goal) for MBE of the contract bid. Otto Baum completed the Waiver Request and provided documentation of their efforts to engage M/WBE contractors.
Documentation was reviewed and approved by the Chief Diversity and Inclusion Officer.
