Communication from the City Manager and Director of Public Works with a Request to Approve Amendment No. 1 to a Local Agency AGREEMENT for Federal Participation with the ILLINOIS DEPARTMENT OF TRANSPORTATION to Request 80% Federal Funding ($221,860.00) and 20% City Funding ($55,400.00) for the PROFESSIONAL SERVICES AGREEMENT for Right-of-Way Services Associated with the Extension of Pioneer Parkway from Allen Road to Radnor Road, Subject to the Approval of the Illinois Department of Transportation. (Amends #12-280, Reference #14-490)  [Council District 5].

 

Body

BACKGROUND:  The planning for the extension of Pioneer Parkway began in 2001. The total estimated project cost for the new roadway from Allen Road to Trigger Road is $75 million. On May 17, 2012, the Illinois Department of Transportation (IDOT) granted design approval for the Pioneer Parkway Extension segments of Radnor Road to Allen Road, and from Trigger Road to Wood Sage Road. On February 11, 2014, IDOT approved the Local Agency Agreement to purchase right of way for the extension of Pioneer Parkway from Allen Road to Radnor Road.

 

Through the assistance of then Congressman Ray LaHood, and Representative Leitch, the City is using two federal grants in the amounts of $1,000,000 and $1,600,000 to support 80% of the eligible costs for the project efforts.

 

Right of way acquisition services for the initial phase of the Pioneer Parkway extension project, from Allen Road to Radnor Road, have been in progress since City Council approved the Agreements with Crawford, Murphy, and Tilly, Inc. (CMT) and the corresponding Joint Agreement for Agenda Item #12-280 on June 26, 2012.

 

On December 9, 2014, City Council approved Amendment #1 with CMT for the right of way acquisition services (Item 14-490). However, the corresponding Amendment #1 to the Agreement with IDOT to use federal funds for 80% of the expenses was inadvertently omitted. That corresponding agreement approval is the subject of this communication.

 

Attachments to this communication are a Location Map and Amendment #1 of the Agreement.

 

FINANCIAL IMPACT:  The funds for this project come from Community Investment Project Pioneer Parkway - Land Acquisition, MPP121. The funds for the subject amendment were previously approved on December 9, 2014, Item 14-490. This Amendment allows us to bill IDOT for the corresponding 80% Federal share of the engineering services.

 

NEIGHBORHOOD CONCERNS:  A public hearing for the overall project was held in March, 2011. Public comments were generally favorable. The development community in this area is very interested in seeing this project constructed to support further redevelopment of Growth Cells Two and Three. Also, Peoria Notre Dame has planned a new high school building which will have access points along new Pioneer Parkway west of Allen. A neighborhood meeting held on January 23, 2014 regarding the intersection configuration at Allen Road and Pioneer Parkway was attended by about 25 citizens.

                     

IMPACT IF APPROVED: The City will submit the proper documentation to IDOT to receive 80% reimbursement for the extra work approved on December 9, 2014.

 

IMPACT IF DENIED:  The City will not receive IDOT reimbursement for this work.
