Communication from the City Manager and Director of Public Works with a Request to Accept the LOW BID of HOROWITZ CONCRETE COMPANY, in the Amount of $210,240.45, and Award a CONTRACT for the SIDEWALKS IN NEED OF REPAIR 2018 PROJECT, with an Additional Authorization of $19,759.55, for a Total Contract Award of $230,000.00.  NEW COMMUNICATION  (Council District 1)

BACKGROUND:  This contract award will be specifically for the Sidewalks in Need of Repair - 2018 project. The previous communication included the HIZ 2018 project, but its CDBG funding has been delayed and, therefore, all areas covered in the bid letting will be constructed under the 2018 Sidewalk in Need of Repair program’s funding.  

 

The City of Peoria annually improves a consolidated area for Sidewalks In Need of Repair. The 2018 program will be utilized to upgrade pedestrian pathways on Fremont St from Idaho to Folkers Ave; Nevada St from Idaho to Oregon; Oregon St from Montana to Nevada; Montana St from Idaho to Oregon; Krause Ave from Laramie to Idaho, and also will include CityLink transit stop upgrades on Laramie Street. (See attached location map.) Peoria Public Schools discontinued transit services for students in these areas, so having a walkable sidewalk network will provide safe walking routes to Trewyn School and Harrison Learning Center. 

 

The Sidewalk In Need of Repair 2018 project was advertised, and bids were opened on August 16, 2018 with three bids received, as follows:

Engineer’s base estimate:   $245,000.00

 

Staff recommends authorizing this construction contract being increased above the bid amount to $230,000 to take advantage of a competitive bidding market and address sidewalk work within the area.

 

The Good Faith Efforts documentation submitted by Horowitz Concrete has been reviewed and approved, with a subcontractor award to a Woman Business Enterprise (WBE) for 6%.  The company itself is comprised of a 20% minority workforce, which exceeds the City of Peoria’s goal.

 

Engineering for the Sidewalk In Need of Repair is completed by Public Works Staff.

 

FINANCIAL IMPACT:  The total budget for this reconstruction project will be funded from the Community Investment Plan’s Sidewalks In Need of Repair 2018 Project PB1806.

 

NEIGHBORHOOD CONCERNS:  Peoria Public Schools representatives have worked with City staff to improve the areas near Harrison Learning Center and Trewyn School.  Residents and community partners have been stakeholders interested in these improvements. Eliminations in student busing resulted in more young residents walking to and from area schools, including Harrison Learning Center and Trewyn School.

                     

IMPACT IF APPROVED:  Sidewalk upgrades can be applied to these areas. 

 

IMPACT IF DENIED:  The program for Sidewalks In Need of Repair will be delayed in the 2018 season.

 

ALTERNATIVES:  As Council Directs.
