Communication from the City Manager and Director of Public Works with a Request to APPROVE an ORDINANCE Providing the Transfer of a Portion of WEST WILLOW KNOLLS ROAD, from 680 Feet West of NORTH ALLEN ROAD’s Centerline Intersection to 834.77 Feet East of North Allen Road’s Centerline Intersection, from the County Highway System to the Municipal Street System. (Council District 5)

BACKGROUND: 

Peoria County and the City of Peoria executed an Intergovernmental Agreement with Council Approval #18-063, on March 13, 2018. This agreement authorized the funding and proposed transfer of jurisdiction of the to-be reconstructed Willow Knolls Road from 680 feet west of the Allen Road centerline to 834.77 feet east of the Allen road centerline.  A copy of that Agreement is attached. 

 

This Ordinance is required as part of the ultimate agreement for the transfer of the roadway from the County Highway system to the Municipal Street system.

 

The attached City Ordinance allows for the transfer of this segment immediately upon approval by the Illinois Department of Transportation. 

 

Attachments to this communication include the proposed Ordinance, IDOT form BLR 05212 “Local Agency Agreement for Jurisdictional Transfer,” location map, the March 23, 2018 City-County Intergovernmental Agreement, the Peoria County Resolution approving this transfer, and the 1966 City-County Agreement for Transfer procedures in City Limits .

 

FINANCIAL IMPACT:  The City will take over maintenance of this segment of W. Willow Knolls Road.

 

NEIGHBORHOOD CONCERNS:  The transfer of ownership from County to City will not affect adjacent parcels.

                     

IMPACT IF APPROVED: The City will take jurisdiction and maintenance of the subject roadway.

 

IMPACT IF DENIED:  The intent of the funding and reconstruction agreements will not be followed.
