Title

Communication from the City Manager with a Request to APPROVE a SOLE SOURCE CONTRACT with TECHSOLVE, INC. for Three (3) Process Improvement Training Engagements on Improving Processes, as well as Training Selected Staff to Conduct Process Improvement Events Without External Help, in the Amount of $31,250.00 Plus Travel, and Out-of-Pocket Expenses Estimated at $3,750.00, for a Total of $35,000.00.

BACKGROUND: During 2015, TechSolve Inc. was retained to provide process improvement training for various city processes. Staff from various departments were engaged in process improvement sessions to examine Accounts receivable, nuisance abatement, liquor licenses, and work order processing were completed during 2015.  TechSolve, Inc. provided the City with a proposal to provide two (2) more process improvement training engagements in 2016 at a cost of $12,500 per engagement and will provide a third engagement at a 50% discount of $6,250 for a total of $31,250 plus travel and out of pocket expenses relating to the engagements estimated at $3,750.

 

Under the proposal, TechSolve is planning on working with identified staff to “train the trainer.”  The first event will be primarily facilitated by TechSolve, the second will be jointly facilitated by TechSolve and City staff, and the third engagement, TechSolve will coach City Staff but not facilitate the training. 

 

TechSolve will also discuss what it takes to successfully implement these tools and sustain gains. It will also cover the importance of value stream management, correct performance measurements, and create a continuous improvement culture within the organization.

 

TechSolve’s Director of Non-Profit and Local Government Solutions, David Krings, and other TechSolve personnel (as necessary) will be available at any point during the engagement for public or private presentations to the City Managerial and/or policy leaders. Mr. Krings has over 40 years of experience at top levels of municipal, county, and state government and is quite comfortable in that environment.

 

The processes planned for 2015 include worker’s compensation and liability claims, police reporting and an effort to move to a paperless process, IT help desk requests.  Finally, following the training, City staff will also facilitate a session on travel reimbursements.

 

 

FINANCIAL IMPACT: $35,000 from the City Manager’s budget in the General Fund, account 101-1120-502-3034.

IMPACT IF APPROVED:  TechSolve, Inc. will be retained to provide three (3) engagements of process improvement training.

 

IMPACT IF DENIED:   City will not enter into contract with TechSolve, Inc. to provide process improvement training.

 

ALTERNATIVES:   Issue a Request for Proposal (RFP) for process improvement training.
