Communication from the City Manager and Director of Public Works with a Request to ACCEPT the LOW BID of ILLINOIS CIVIL CONTRACTORS, INC. and Award the Construction CONTRACT, in the Amount of $184,323.97, plus 10% Contingency for a Total Contract of $202,756.37 for the Residential Street Reconstruction Project of Both DRIES LANE (GILBERT AVE. to WILCOX AVE.) and DENNIS COURT (GOLF DR. to VILLAGE DR.).  (Council District 2)

BACKGROUND:  Under Item #15-376, City Council approved the 2016-2017 Biennial Budget tax levies to fund road and bridge repairs. The funds generated from this levy have gone toward several road projects in the City limits during 2016. Both the Dries Lane and the Dennis Court projects had been put on the residential reconstruction list for work.

 

The Public Works Department investigated pavement condition for City streets and found Pavement Condition Index (PCI) ratings.  Dries Lane, between Gilbert Avenue and Wilcox Avenue, was rated 49 on the index and Dennis Court, between Golf and Village Drive was a 27.  Full reconstruction is recommended for anything below a PCI of 50.

 

The Public Works Department implemented pavement thickness standards to the infrastructure improvements along Delmar Court, Columbine Drive, and Stenning Drive in 2016, as adopted in the Manual of Practice (MOP). The MOP puts forth two options for contractors’ bids to reconstruct roads, by putting back either a full-depth asphalt roadway or a roadway with concrete base and an asphalt overlay. Both of those options had been used in 2016 with competitive bidding allowing both options to be constructed by a wider range of local contractors. 

 

The Dries Lane and Dennis Court Reconstruction Project was advertised and bids were opened on March 29, 2017 with 7 bidders making both base and alternate bids, received as follows:

Staff recommends authorization to increase the base bid of the lowest responsible bidder by 10% or $18,432.40 for construction contingency.

 

The Good Faith Efforts documentation submitted by Illinois Civil Contractors, Inc. has been reviewed and approved by the Equal Opportunity Manager.  The company will be utilizing a pair of Minority Business Enterprises to perform materials’ Quality Control/Quality Assurance and Trucking equal to 6.5% and a Women Business Enterprise to provide landscaping equal to 6.8% of the total contract amount.

 

This project includes a pilot program for the City that will assist with providing apprentices to the jobsite, under supervision of the prime contractor. The apprentices for this program will have their graduate certificates from Illinois Central College’s Highway Construction Careers Training Program (HCCTP).  IDOT uses this same practice to enhance their apprenticeship and trade union partnerships.

 

Millennia Professional Services, an MBE company, will be performing Phase 3 Construction Engineering services through their Master Engineering Services Agreement.

NEIGHBORHOOD CONCERNS:  Staff has sent notice to the residents. Staff will continue to provide updates to the adjacent residents.

                     

IMPACT IF APPROVED: Staff can proceed with issuing construction contracts to initiate the 2017 Community Investment Plan’s Residential Roadway Reconstruction.

 

IMPACT IF DENIED:  The Pavement Condition Index Rating of this roadway will degrade further without adequate infrastructure improvements.
