Body

BACKGROUND:  Public Works proposes to use a current concrete repair contract for vertical concrete, similar to both the annual storm sewer repair and concrete repair contracts, to accomplish two additional projects in 2018. Using this open 2017 contract will eliminate the delays experienced waiting for the design, bidding, letting and Council approval of individual contracts for each project.  The repairs will be designed “in the field” and compensated based on the time and materials bid. This is an opportunity for the Public Works Engineering Division to improve efficiency and be more responsive.

 

Illinois Civil Contractors, Inc. (ICCI) was awarded the vertical concrete repairs contract on July 25, 2017 (Council Item 17-228). The original not-to exceed amount was $200,000, and there is a current balance available of approximately $75,000.

 

Public Works has two projects that require concrete construction in 2018, and this contract provides the flexibility to accomplish the work with known, previously-bid prices for labor, equipment, and materials.

 

The first project is PB1720, Peoria GreenSplash-the grant through American Water Charitable Fund and National Recreation and Parks Association to build a water/play/educational facility at Harrison Park on S. Griswold. (Ref. Items 17-229 and 18-118). The amount of $135,000 of work-building the equipment vault, concrete splash pad, sidewalk, shade canopy, and seating, and all excavation and landscaping-will be performed by ICCI under this change order.

 

The second project is a foundation pad for future use at the Public Works Operations and Maintenance Facility at 3505 N. Dries Lane. The amount of the work is approximately $190,000, which includes a contingency of about 10%.

 

See attached budget quotes from ICCI and the proposed Change Order #1.

 

Since there is a current balance of approximately $75,000 on the original contract, the amount of the change order requested is $250,000 ($135,000 + $190,000 - $75,000).

 

Illinois Civil Contractors, is a local business that has successfully performed similar work for the City of Peoria, in the past.  The Good Faith Efforts documentation submitted by Illinois Civil Contractors Inc. for the current contract was reviewed and approved by the Equal Opportunity Manager. Because the scope of work varies from location to location, the company could not project how much subcontract work will be available.  However, they have committed to utilizing, on an as-needed basis, a Minority Business Enterprises (MBE) for trucking.  Illinois Civil Contractors, Inc. had a workforce utilization on a past project with the City of Peoria of 28.69% for minority workers and 8.02% for female workers.

 

FINANCIAL IMPACT:  Funding for this additional work will come from Project PB1720 Peoria GreenSplash ($135,000) and Project CB1861 ($190,000).

 

NEIGHBORHOOD CONCERNS:  Well-maintained infrastructure is a benefit to all neighborhoods.  Nature-based play areas foster an appreciation for environmental stewardship, while providing opportunities for physical activity.

IMPACT IF DENIED:  These additional projects will not be constructed.
