Communication from the City Manager and Director of Public Works with a Request to ADOPT an ORDINANCE VACATING 194 feet by 16 feet (0.071 Acres) of an ALLEY Running Parallel and Perpendicular to VAN BUREN STREET, and Bounded Generally by 113 VAN BUREN STREET, N.E. JEFFERSON AVENUE, and the GREATER PEORIA MASS TRANSIT CAMPUS at 2105 N.E. JEFFERSON AVENUE. (Council District 1)

 

Body

BACKGROUND:  Greater Peoria Mass Transit (CityLink) is currently constructing a new building on their site at 2105 NE Jefferson Avenue. They have purchased several parcels between their existing facility and Van Buren Street, and they plan to expand onto these properties with the new building and a parking lot. To facilitate this construction, they are requesting that the City vacate the remaining alley right-of-way that divides their property.

 

Part of this alley was vacated last year (Council Item 22-171) in order to allow the construction to begin. This section was delayed due to property acquisition. This vacation represents the last part that is needed for CityLink to complete its project. An overview aerial image showing the subject vacation is included as Exhibit B.

 

Additional attachments include the proposed Vacation Ordinance with the legal description and the right-of-way Vacation Plat.

 

FINANCIAL IMPACT: None.

 

NEIGHBORHOOD CONCERNS:  No objections were heard from utilities regarding the vacation. All adjacent properties are owned or controlled by Greater Peoria Mass Transit.

                     

IMPACT IF APPROVED:  The vacation will be recorded by the Greater Peoria Mass Transit District, and construction of their building expansion and parking lot will proceed.

 

IMPACT IF DENIED:  The Greater Peoria Mass Transit District will not be able to complete construction of their new building expansion and parking lot as planned.
