NEW COMMUNICATION with Correction to Item A Federal Funding Amount:  Communication from the City Manager and Director of Public Works with a Request to Approve the Following Items Related to the PIONEER PARKWAY EXTENSION PROJECT (Radnor Road to Allen Road) [District 5]:
 
A.      AMENDMENT #1 to LOCAL AGENCY AGREEMENT #12-280-B with the Illinois Department of Transportation for Federal Participation to Request 80% Federal Funding ($1,176,000.00 Correction: $1,760,000.00) and 20% Local Share ($440,000.00) for LAND ACQUISITION EFFORTS for the Project, Subject to Review and Approval by IDOT; and
 
B.      MFT RESOLUTION, in the Amount of $200,000.00, to Support the Additional Local Share in the Amended Agreement Set Forth in Item A.

BACKGROUND: The planning for the extension of Pioneer Parkway began in 2001. The total estimated project cost for the new roadway from Allen Road to Trigger Road is $75 million. On May 17, 2012, the Illinois Department of Transportation (IDOT) granted Design Approval for the Pioneer Parkway Extension Project segments of Radnor Road to Allen Road, and from Trigger Road to Wood Sage Road. On February 11, 2014 IDOT approved the Local Agency Agreement to purchase right of way for the extension of Pioneer Parkway from Allen Road to Radnor Road.
 
The estimates for right of way purchase costs were prepared in 2012. Since then, appraisals have been completed. In general, the appraisals were higher than the original estimates. The proposed amendment reflects the current appraised value of the twenty-two parcels needed for the extension of Pioneer Parkway from Allen Road to Radnor Road.  
 
Through the assistance of then Congressman Ray LaHood and Representative David Leitch, the City is using two federal grants in the amounts of $1,000,000 and $1,600,000 to support 80% of the eligible costs for the overall project. The grants will provide 80% of the cost for the land purchases. Recently, the City submitted an application for a Tiger VI Grant from the U.S. Department of Transportation.
 
Staff is also requesting approval of the attached MFT Resolution in the amount of $200,000 for MFT funding to support the local 20% city share of the additional land costs. This local share amount is available in Project M01296, the original Pioneer Parkway study effort.  This spring, the City applied for TIGER 2014 grant application in the amount $20,661,600 for Pioneer Parkway from Harker Road to Radnor Road and Wood Sage to Orange Prairie Road.

FINANCIAL IMPACT: Through the assistance of Representative Leitch and then Congressman LaHood, the City is eligible for two federal grants in the amounts of $1,000,000 and $1,600,000. These funds can be used for engineering, ROW acquisition and/or construction.  These grants fund 80% of the expense; the City's grant match is 20%. Funds for the 20% City match of $200,000 for the additional estimated land acquisition costs are available in Community Investment Program project M01296 from previous years' CIP funds.
 
NEIGHBORHOOD CONCERNS:   A public hearing for the overall project was held in March, 2011. Public comments were generally favorable. The development community in this area is very interested in seeing this project constructed to support further redevelopment of Growth Cells Two and Three. Also, Peoria Notre Dame has planned a new high school which will have an access point along new Pioneer Parkway west of Allen. A neighborhood meeting held on January 23, 2014 regarding the intersection configuration at Allen Road and Pioneer Parkway was attended by about 25 citizens.
 
IMPACT IF APPROVED:  The City will complete the acquisition of right of way for the section of Pioneer Parkway Extension from Radnor Road to Allen Road.
 
IMPACT IF DENIED:   The project will not progress. The federal funding could be vulnerable to retraction.
