Communication from the City Manager and the Director of Public Works with a Request to APPROVE the PURCHASE of Four (4) Steel Combination Mast Arm Assembly and Poles from KIRBY RISK ELECTRICAL SUPPLY, in the Amount of $44,486.14 (including 1% cash discount), for the SHERIDAN ROAD IMPROVEMENT PROJECT (MCCLURE to ELEANOR).

BACKGROUND:  Traffic signal mast arm assemblies for an intersection improvement have a months-long lead time to construct and deliver. Therefore, in the bidding of this project, it was determined that it would be best for the City to bid the mast arm assemblies and supply those materials to the contractor for installation.  The Purchasing Division solicited bids for the city’s purchase of the combination mast arm assembly and poles to be installed by the Sheridan Road contractor at the intersection of Sheridan and McClure. There was an alternative with LED fixtures. The City received three (3) bids for the base bid and two (2) bids for the alternative bid. The City will award the alternative bid.

Kirby Risk has offered a 1% discount for cash payment within 20 days following the submittal of their invoice. Kirby Risk is a Peoria company. Springfield Electric is located in East Peoria. Because Kirby Risk is a Peoria firm, they can be selected as the low bidder if they are within 3% of the low bid. See the results in the table below.

FINANCIAL IMPACT:  Funding for this purchase is included in the Sheridan Road Project.

 

NEIGHBORHOOD CONCERNS:  In addition to all other upgrades being made as a part of this improvement project, the traffic signals also will be upgraded as part of the Sheridan Road Project.

                     

IMPACT IF APPROVED: The Steel Combination Mast Arm Assembly and Poles will be ordered and purchased in a timely manner, thereby allowing for the completion of this improvement project as designed.

 

IMPACT IF DENIED:  The Steel Combination Mast Arm Assembly and Poles may be not be obtained for a successful, timely completion of this improvement project.
