CULLINAN & SON and Award a Construction CONTRACT, in an Amount Not to Exceed $150,000.00, from the Base Bid of $60,470.35 for the HMA (Hot Mix Asphalt) REPAIRS CONTRACT 2014. [All Council Districts]

BACKGROUND: Public Works proposes to begin an annual hot mix asphalt repair contract similar to the annual storm sewer repair contract. This contract would eliminate the delays experienced waiting for the design, bidding, letting and Council approval of individual contracts for each project. The repairs will be designed "in the field" and paid based on the time and materials bid. This is an opportunity for the Public Works Engineering Division to improve efficiency and be more responsive.

This contract will be used to make the repairs from the 2013 storm events and flooding to Derby Road and Koch Drive that will be partially reimbursed by FEMA.

Public Works prepared the contract specifications and Bids were received on July 22, 2014 with one bidder submitting. The results are shown below:

The base bid represented quantities we would expect to see on a single project and covers typical pay items we expect to see throughout the contract.

R.A. Cullinan & Son is a local business that has successfully performed similar work for the City in the past.

The Good Faith Efforts documentation submitted by R. A. Cullinan & Son has been reviewed and approved by the Equal Opportunity Manager. The company will subcontract with a Women Business Enterprise (WBE) to perform landscaping services equal to 5.8% of the total bid amount. Landscaping was the only available subcontracting opportunity.

FINANCIAL IMPACT: The project will take advantage of FEMA reimbursement for Derby Road and Koch Drive.
