Communication from the City Manager and Director of Public Works with a Request to APPROVE Payment, in the Amount of $25,500.00, to the STEIDINGER FAMILY for Right-of-Way Acquisition of a Portion of Parcel 08-36-200-012 for the Proposed ALTA ROAD/RADNOR ROAD INTERSECTION IMPROVEMENT PROJECT. (Council District 5)

BACKGROUND: A new, modern roundabout will be built at the intersection of Alta Road and Radnor Road. This project has been in the planning stages for several years, and is scheduled to be included on the Illinois Department of Transportation's (IDOT's) April 28, 2017 letting (bid opening). Funding for the project includes a highway safety grant, an economic development grant, contributions from Peoria County and developers, and motor fuel tax revenues.

Construction for the new, modern roundabout will begin in June, 2017, and, weather permitting, the project should be substantially completed by December 15, 2017. Some minor items, such as landscaping, will be completed in spring, 2018.

The subject parcel has been appraised, and the negotiations have resulted in an agreement for the purchase of 1.063 acres of land in the amount of $25,500.00. The property is owned by the Steidinger family. Attached is a copy of the pertinent documents and a location map of the project. This property is located on the southeast corner of the intersection of W. Alta Road and N. Radnor Road. Staff recommends payment for this land acquisition.

The subject right of way purchase is one of three remaining purchases for this project.

FINANCIAL IMPACT: The total of $25,500.00 will be paid to the Steidinger family members, split per their direction, with funds from Community Investment Program Project E06015, Alta Road/Radnor Road Intersection Improvement Project.

NEIGHBORHOOD CONCERNS: The proposed roundabout is meant to address pedestrian and vehicular safety, as well as operations and aesthetics.
