BACKGROUND: Nebraska Avenue is an important east-west corridor through the city. The portion of the roadway from Knoxville to Wisconsin runs through the East Bluff and provides vehicle and pedestrian access to the neighborhood.

In 2021, deteriorated sidewalks in the corridor were replaced, but there was not enough funding at the time for the streetlights. The 2022 approved budget has $510,000 in COVID Funds intended for the additional improvements to the corridor.

The proposed improvements include adding streetlights to the north side of the roadway.

Bids for the Nebraska Ave. Lighting - Knoxville To Wisconsin were advertised in the Peoria Journal Star and on the City's website. Bids were opened on November 10, 2022, with two (2) bids received, as follows:

Engineer's Estimate: $408,048.00

Staff recommends increasing the low bidder's contract to $258,400.00 to accommodate a 10% contingency.

The Good Faith Efforts documentation submitted by Oberlander Electric was reviewed and approved. Oberlander will be self-performing the work. We have no records in our system (within the last 5 years) of Oberlander's work force participation on a City project. We have used them successfully in the past as a subcontractor.

Engineering for the Nebraska Ave. Lighting - Knoxville To Wisconsin was completed by Crawford, Murphy, & Tilly.
