Communication from the City Manager and the Director of Community Development with a Request from the Community Development Block Grant (CDBG) Public Services Advisory Commission to APPROVE the 2022 CDBG PUBLIC SERVICES PRIORITIES AND APPLICATION.

BACKGROUND: On an annual basis, the City of Peoria receives Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD). A maximum of 15% of the overall CDBG allocation is designated for public services activities. The CDBG Public Services Advisory Commission is the City Commission that selects which priorities will be funded, reviews applications, and makes funding recommendations to City Council regarding public services activities. At their April 16th meeting, the CDBG Public Services Advisory Commission selected the following priorities:
* Child Care Services (Under 13)
* Youth Services (13 to 19)
* Services for Abused and Neglected Children
* Employment Training
* Food Banks
* Services for Victims of Domestic Violence, Sexual Assault, and Stalking
* Mental Health Services
* Health Services
The Commission reduced the number of priorities from 10 to 8, eliminating "Substance Abuse Services" and "Fair Housing Activities," which were both priorities for the 2021 application.

The Commission also reviewed the CDBG Public Services application and evaluation for clarity and content. The Commission requests City Council approval of the 2022 CDBG Public Services application that incorporates the recommended priorities.

For your reference, information about the last five years of CDBG public services funding, both by priority category and by organization, is attached.

FINANCIAL IMPACT: Up to 15% (approximately $250,000) of the City's 2021 CDBG funding will be distributed to eligible not-for-profits, 501(c)3 organizations, and government agencies that operate programs serving the residents of the City of Peoria.
