BACKGROUND: The attached inter-governmental agreement sets the terms for the federal grant portion of the funding for the collection and collation of asset data and to modify the GIS database. This agreement is a requirement of the Grant Accountability and Transparency Act (GATA). This document must be executed to allow the funding to be received by the City.

Public works has many assets, traffic signals, sidewalks, traffic signs, fiber optic lines, curbs and gutters, sidewalks, ADA ramps, bike racks and more. This project will collect location and condition assessments of the assets, which will be added to the GIS system. Standard operating procedures and processes will also be created as part of this grant project.

FINANCIAL IMPACT: This agreement allows the City to receive $400,000 in Federal grant funding for the collection and collation of asset data and to modify the City's GIS database. The city will be responsible for a local share of the project, which is $100,000 of the $500,000 total project estimate. The funding will come from unspent funds in Project R0602.

NEIGHBORHOOD CONCERNS: Upgrading the City's Asset Inventory will allow City staff to be more efficient in selecting the assets and types of treatments for maintenance of those assets, which will provide better service to our community.

IMPACT IF APPROVED: The City will receive Grant funds to hire a consultant to collect and collate asset data and modify the existing GIS database. The City will be responsible for its local cost share.
