B. APPROVE and Authorize the City Manager to Execute a Construction Engineering Services AGREEMENT with MILLENNIA PROFESSIONAL SERVICES OF ILLINOIS, LTD., for a Not-to-Exceed Amount of $299,924.02, for the ALLEN ROAD/ALTA ROAD INTERSECTION IMPROVEMENT. [District 5]

BACKGROUND: This project involves the intersection improvement at Alta Road and Allen Road. When the flood-damaged double culvert under this intersection was replaced in 2013, the replacement culvert was extended to accommodate a future intersection improvement. (Refer to Items #13-208 and 13-281-B.) The City Council previously approved an engineering agreement with Maurer Stutz, Inc. (MSI) to provide design alternatives, public involvement, a Project Design Report, and Plans, Specifications and a Cost Estimate for the project. (Refer to Item #14-111.)

The ongoing IDOT-driven Allen Road reconstruction project, which extends from Townline Road on the south to north of the Alta Lane curve, began in 2014 and will finish in the fall of 2015. On May 1, 2015, Allen Road north of the Alta Lane curve will be closed to traffic for the IDOT work. This provides an opportunity to implement the City's improvement of the intersection of Alta and Allen Roads at the same time as the IDOT work, thereby imposing only one detour on the public.

To obtain public input on the proposed project, two public meetings were held by Fifth District Councilman Casey Johnson and City Engineer Scott Reeise on June 26, 2014 and October 16, 2014. Those public meetings' notices were advertised in press releases, on the City's web site, emailed to r...
