Communication from the City Manager and Chief of Police with a Request to APPROVE the Enrollment for Accreditation Services Through the COMMISSION ON ACCREDITATION FOR LAW ENFORCEMENT AGENCIES, INC. (CALEA), in the Amount of $16,125.00.

Body
BACKGROUND: The Peoria Police Department governs its delivery of police services to the citizens of the City of Peoria though written General Orders, which address issues of the department's organization, administration, personnel, operations, and technical services. The General Orders consist of mission, policy, rules, and procedural language approved by the Chief of Police.

CALEA is an internationally recognized credentialing authority whose mission is to improve the delivery of public safety service by maintaining a body of standards, formulizing essential management procedures, improve service delivery, strengthen interagency cooperation and coordination, and increase community and staff confidence in a police agency.

Once the Peoria Police Department implements the CALEA accreditation program, the police department will be required to vet, modify, and/or develop the uniformed set of directives and maintain "proofs" (compliance documentation) and prepare for a rigorous on-site assessment conducted by CALEA-trained assessors, which usually occurs within the 3rd year of enrollment. After the police department satisfies the compliance requirements, CALEA will award a 3 year accreditation. CALEA reaccreditation occurs every 4th year thereafter with the same standards and "proof" requirements.

By entering into this contract with CALEA, the Peoria Police Department will benefit from this commitment to gain greater accountability within the agency, reduce risk and liability exposure, acquire a stronger defense against civil lawsuits, garner stronger support from government officials, and increased community advocacy.
