Communication from the City Manager, Director of Public Works and Finance Director/Comptroller with a Request to Approve the Following:
A. An ORDINANCE AMENDING the City of Peoria 2016/2017 BIENNIAL BUDGET Relating to the ISSUANCE of GENERAL OBLIGATION BONDS, in the Amount of $2,150,000.00, for the Construction of a COMBINED SEWER OVERFLOW (CSO) PILOT PROJECT on ADAMS STREET Between PECAN STREET and PERSIMMON STREET.
B. Accept the Proposal of ILLINOIS CIVIL CONTRACTORS, INC. and Award the CONSTRUCTION CONTRACT, in the Maximum Guaranteed Price Amount of $1,500,000.00, with a 10% Contingency of $150,000.00, for the COMBINED SEWER OVERFLOW PILOT PROJECT (ADAMS STREET from PERSIMMON STREET to PECAN STREET). BACKGROUND: On April, 29, 2016, Public Works advertised a Request for Proposals for interested contractors to provide Construction Services for the Combined Sewer Overflow (CSO) Pilot Project on Adams Street between Pecan Street and Persimmon Street. A location map is attached.
This project is intended to incorporate Green Infrastructure as proof of concept for stormwater management and to implement a Complete Streets philosophy. This project is required by the United States Environmental Protection Agency (USEPA) as part of the ongoing CSO negotiations.
The project will be implemented through a design-build process. The team members include the i-Team, Public Works, AMEC Foster Wheeler, Inc. (CSO professional services), and the contractor.
The contract format is a "guaranteed maximum price" with an agreed profit and overhead amount. Three proposals were received on May 12, 2016, as follows:
