Communication from the City Manager and Director of Community Development with a Request to APPROVE the REALLOCATION of ESG-CV Funds, as Outlined.

BACKGROUND: In 2020, the City of Peoria received $1,331,224 in Emergency Solutions Grant COVID funding (ESG-CV). This funding was allocated to subrecipients to carry out eligible programs to assist individuals experiencing homelessness.
Due to the changing landscape and additional funding provided by the state for similar programs, some agencies had unspent funding as of March 31, 2022. In addition, HUD extended the expenditure deadline for all funds by one year from September 2022 to September 2023.
In consultation with the Home for All Continuum of Care, City staff discussed needs with eligible agencies for this additional funding to prevent, prepare for and respond to COVID-19.
The recommended allocation of unspent funds is below. City staff will also extend a grant agreement with the Salvation Army Peoria for Shelter Renovations that has over $101,000 remaining as the shelter renovations were delayed but anticipated to be completed by December 2022.
Additional administration funds are also being allocated to cover a portion of City staff time to continue overseeing the subrecipients for an additional year.
