Communication from the City Manager and the Community Development Director with a Request to Approve a FA?ADE IMPROVEMENT PROGRAM GRANT for 432 S. WESTERN AVE., in the Amount Not to Exceed $5,000.00.

BACKGROUND: As a part of the revitalization of the Southern Gateway, Council approved a Fa?ade Improvement program which provides a grant of no more than $5,000 per property for improvements to properties within that area. The Program is intended to encourage owners and business tenants of existing properties to restore or renovate their buildings, in order to improve the area's physical character and enhance the aesthetics of the commercial environment.
To receive this grant, applicants must meet all City requirements including approval from City Council, make the improvements, and submit receipts for reimbursement of 50% of eligible expenditures in an amount not to exceed $5,000.
Greater Peoria LISC has requested a Fa?ade Improvement grant for the property at 432 S Western Ave. The improvement will be a new mural designed and painted by a local artist. The local neighborhood provided input and approves the design.
Representatives of the project, including the artist, met with City staff on site to ensure compliance with City regulations. The Fa?ade Review Committee did not have any comments on the project.
FINANCIAL IMPACT: If approved, the City will reimburse the applicant for 50% of the project, not to exceed $5,000, from funding available in the Southern Gateway Fa?ade Improvement CIP project E14003 and the property at 432 S Western Ave. will receive funding as previously outlined.
NEIGHBORHOOD CONCERNS: The design was presented at a local neighborhood meeting. Design changes were made to incorporate some of the neighborhood suggestions.
