Communication from the City Manager with a Request to APPROVE an INTERGOVERNMENTAL AGREEMENT with PEORIA COUNTY Regarding ANIMAL CONTROL SERVICES for 2017.

BACKGROUND: Since 2010, animal control services in the City of Peoria have been handled by Peoria County through a contractual relationship. The agreement between the two bodies was last signed in 2013 and extends through 2016. The County has offered to maintain the same level of service through the end of 2017 with no increase in price. In 2015, Peoria County Animal Protection Services (PCAPS) handled 12,482 calls for service within the City.
FINANCIAL IMPACT: The Agreement outlines a cost of $2 per capita, or $230,014, per year. This is the same price as 2016.
NEIGHBORHOOD CONCERNS: The City has not received any complaints regarding the level or quality of service provided by PCAPS. In 2010 when the City had contracted with PCAPS for a more basic set of services at a lower price, there were a considerable number of complaints from citizens.
IMPACT IF APPROVED: The full array of animal control services will continue to be provided by PCAPS.
IMPACT IF DENIED: Starting January 1, 2017 the County would only provide the state-mandated level of service (see Attachment A).
ALTERNATIVES: Council could direct City staff to negotiate a different level of service for a lower price.
