Communication from the City Manager and Director of Public Works with a Request to HOLD A POLICY DISCUSSION and Seek Council Direction on SNOW AND ICE CONTROL POLICIES.

BACKGROUND: The City of Peoria experienced one of the most challenging snow seasons in the winter of 2013-2014, with record amounts of snowfall and ice events. The Public Works Department responded to the challenge and provided updates of the various events to the Council and the Public. The Public Works Department's final Snow Operations Report dated April 14, 2014 indicated future considerations, discussion, direction and recommendation for Snow and Ice Control would be addressed in a future Policy Session.

During the Policy Session, Public Works Staff will discuss past performance, and address needs to determine the level of service needed and the resources available for the upcoming 2014-2015 snow season.

Staff has prepared a brief presentation that depicts the current status of the snow plan, including: Summary of the last snow season (2013-2014); Data from the last 10 years and related costs; Overview of Resources; Benchmarking other Communities' Snow Removal Plans; and New Procedures and Recommendations for 2014-2015 (lower parking ban fine to $50 and utilize Parking Enforcement Technicians to issue parking violation tickets).

During a snow and ice event, several entities coordinate in the staffing of equipment, equipment readiness, available snow and de-icing materials, contractors and temporary help. This coordination of many individuals and organizations, equipment, properly-trained staff, and public/media notification all culminates to keep the City of Peoria's roadway systems safe, reduce travel hazards and sustain mobility.
