Communication from City Manager and Director of Public Works with a Request to Approve the Following Relating to the Intersection IMPROVEMENT OF ALTA ROAD and ALLEN ROAD (See also Items #13-208 and #13-281) [District 5]:
A. Professional Services AGREEMENT with MAURER STUTZ, INC., in an Amount not to Exceed $235,108.00, to Prepare a Project Design Report, Construction Plans, Specifications, and Cost Estimate for the IMPROVEMENT of the INTERSECTION of ALTA ROAD and ALLEN ROAD, Subject to Review and Approval of the Illinois Department of Transportation (IDOT);
B. An MFT RESOLUTION, in the Amount of $235,108.00, for Preliminary Engineering Services.

BACKGROUND: This work involves the planning and design for an intersection improvement at Alta Road and Allen Road. When the flood-damaged double culvert under this intersection was replaced in 2013, the replacement culvert was extended to accommodate a future intersection improvement. (Refer to Items #13-208 and 13-281-B.)
The IDOT Allen Road reconstruction project, which extends from Townline Road on the south to north of the Alta Lane curve, will begin this summer and finish in the fall of 2015. During 2015 Allen Road, north of the Alta Lane curve, will be closed to traffic for the IDOT work. This provides an opportunity for a City improvement of the intersection of Alta Road and Allen Road at the same time as the IDOT work, imposing only one detour on the public.
The proposed intersection configuration and other project elements, such as pedestrian connectivity and landscaping, will be determined through the public input process, which is a part of this Agreement.
City staff negotiated with Maurer Stutz, Inc. (MSI) to provide a Project Design Report and Plans, Specifications and Cost Estimate for the project.
