Communication from the City Manager and Director of Public Works with a Request for a Policy Session on the SOLID WASTE CONTRACT, with a Request for Direction.

BACKGROUND: On August 23, 2016 Council approved a 2.5 year extension with Peoria Disposal Company to continue to provide solid waste collection services for the City of Peoria (Item #16-234). Council directed staff to also contract with a Resource Management Specialist to help evaluate citizen input and evaluate the need for a request for proposal. Staff has contracted with Foth to help with the process and has been working since early January to go through an evaluation of the existing contract and feasibility analysis of sending out request for proposals.

Attached is a copy of the presentation that staff will give with the results from the public feedback. Also attached is a summary and copies of the current and amended agreements for solid waste collection, a comparison of similar cities, and a comparison of negotiation versus solicitation of proposals. The following questions are what staff will be primarily seeking input on:

1. Is there anything that the City currently does not have in its solid waste collection service that Council would like to see prices on?
2. Would Council like to see a RFP sent out or have staff negotiate an extension with PDC?
3. If Council wants Staff to send out a RFP would they like to see Public Works submit a response to compare services?
