CULLINAN & SON and Award a Construction CONTRACT, in an Amount Not to Exceed $100,000.00, from the Base Bid of $61,550.15 for the HMA (Hot Mix Asphalt) REPAIRS CONTRACT 2016. (All Council Districts)

BACKGROUND: Public Works proposes to continue an annual hot mix asphalt (HMA) repair contract similar to the annual hot mix repair contract from 2014. This contract is similar to the annual storm sewer repair contract, and would eliminate the delays experienced waiting for the design, bidding, letting and Council approval of individual contracts for each project location. The repairs will be designed "in the field" and paid based on the time and materials bid. This is an opportunity for the Public Works Engineering Division to improve efficiency and be more responsive.

Public Works prepared the contract specifications and Bids were received on October 13, 2016 with one bidder submitting. The results are shown below:

The base bid represented quantities one could expect to see on a single project, and covers typical pay items staff expects to see throughout the contract.

R.A. Cullinan & Son is a local business that has successfully performed similar work for the City in the past.

The Good Faith Efforts documentation submitted by R. A. Cullinan & Son has been reviewed and approved by the Equal Opportunity Manager. Because the specific scope of work to be performed was not identified in the contract, no subcontracting opportunities could be planned. The company has made good faith efforts on previous projects to meet Equal Opportunity Goals, so we anticipate they will work to utilize Minority Business Enterprises and Women Business Enterprises on this contract as opportunities arise. They will be reporting on these goals periodically under the contract.
