A. APPROVE a Five-Year Dispatch Services AGREEMENT Between the CITY of PEORIA and the VILLAGE OF PEORIA HEIGHTS.

B. ADOPT an ORDINANCE Amending the City of Peoria 2018-219 BIENNIAL BUDGET Relating to the General Fund to Recognize the Receipt of Funds and the Corresponding Expenditure of Funds Relating to the INTERGOVERNMENTAL AGREEMENT With PEORIA HEIGHTS to Provide DISPATCH SERVICES, in the Amount of $110,425.

BACKGROUND: On January 1, 2016 Public Act 099-0006 became law. In that Public Act Counties that had more than two dispatch centers were required to reduce their number of dispatch centers by 50% or to two dispatch centers, whichever was greater. Peoria County, at that time, had four dispatch centers and would need to reduce to two. Chillicothe closed their dispatch center on January 31, 2017 and consolidated with Peoria Heights. The Peoria County Emergency Telephone System Board (ETSB) notified Peoria Heights that their center, to comply with the law, would need to close no later than October 1, 2018. This would leave two dispatch centers in Peoria County those being at the City of Peoria and the Village of Bartonville. The Peoria Heights Village Board, at their meeting on April 24, 2018, unanimously approved the agreement for the City of Peoria to provide their dispatch services.

In order to provide dispatch services for Peoria Heights, an additional shift supervisor and a tele-communicator will be added at the Emergency Call Center. The cost of the two (2) additional employees and their benefits will be covered by the agreement.


FINANCIAL IMPACT: Village of Peoria Heights will compensate the City of Peoria as follows: 2018 monthly $ 15,775; 2019 $ 193,725; 2020 $ 203,411; 2021 $ 213,582; 2022 $ 224,261; 2023 $ 235,474
