BACKGROUND: In 2009, the police department transitioned from the L3 VHS in-car video system to the L3 wireless digital in-car video camera system in all patrol cars. The aging video systems are beginning to fail at an increased rate which has caused the annual maintenance costs to sharply increase over the last 3 years as well.

L3 Mobile Vision, Inc. is the sole source vendor for our wireless digital video camera program. The current digital in-car video camera systems and the system infrastructure were purchased through L3 Mobile Vision Inc. For Compatibility and consistency of interoperability within our current system, new additions and replacements will be acquired through the same vendor.

FINANCIAL IMPACT: The total cost of 18 digital in-car camera units and the necessary peripherals, is $67,143.50. The funds for this equipment purchase would come from the existing Capital Improvement Project CB1524 (Public Safety Video Cameras).

NEIGHBORHOOD CONCERNS: Video evidence has become an integral part of daily police operations in successfully prosecuting criminal offenses, traffic violations, evaluating officer performance, training officers, improving citizen's relations and customer service.

IMPACT IF APPROVED: The Police Department will continue to provide the necessary technology required for today's modern patrol environment.

IMPACT IF DENIED: The Police Department would face the likelihood of having to pay high repair costs as these in-car video units continue to fail. Unit failures will contribute to a loss of patrol efficiency while increasing the frequency of repairs to existing equipment.
