BACKGROUND: Petitioner Brian Mooty for Fraternite Notre Dame Inc., is requesting a Special Use to re-establish a monastery, convent, and religious chapel, at a property that was previously approved and built as a religious facility. The existing facility was built in 1990 to include a chapel, meeting room, dining facilities, and 16 single-bedroom apartments.

The Planning & Zoning Commission found that the request met the Findings of Fact requirements and VOTED 5 TO 0 TO APPROVE the request subject to the following condition and waiver:
1) Provide three handicap accessible parking spaces.
2) Waiver to allow the existing steeple to exceed the maximum district height of 35 feet.

FINANCIAL IMPACT: N/A

NEIGHBORHOOD CONCERNS (at the Planning & Zoning Commission meeting): Two letters of support were submitted to the Planning & Zoning Commission noting that the religious facility will enhance the neighborhood and benefit the community in general.

IMPACT IF APPROVED: A religious facility will be re-established to include the previously built chapel, meeting room, dining facilities, and 16 single-bedroom apartments.

IMPACT IF DENIED: The religious facility will remain vacant with no active use.
