Communication from the City Manager and Interim Corporation Counsel with a Request to ADOPT an ORDINANCE to Establish a Date for a PUBLIC HEARING Regarding the Proposal to Consider and Approve a Business District Designation and Business District Redevelopment Plan, for the Proposed PEORIA KELLER STATION BUSINESS DEVELOPMENT DISTRICT.

BACKGROUND: On September 14, 2021 the City Council authorized a professional services agreement with Jacob & Klein, Ltd. And the Economic Development Group, Ltd. for assisting the City with preparation of the Redevelopment Plan and establishment of the Keller Station Business Development District.
The Business district Development and Redevelopment Act, 65 ILCS 5/11-74.2 et. seq. requires the City hold a public hearing on the proposal to approve a business district plan and designate a business district. The attached ordinance sets the public hearing date.
FINANCIAL IMPACT: N/A. Any expenses incurred for the public hearing would be a BDD reimbursable expense.
NEIGHBORHOOD CONCERNS: Increased traffic at Knoxville/Prospect with lack of a funding mechanism to pay for a traffic alteration. If later authorized by council, the BDD will provided a funding mechanism.
IMPACT IF APPROVED: The council can consider the authorizing ordinances.
IMPACT IF DENIED: The council cannot consider the authorizing ordinances until a public hearing has occurred.
