Communication from the City Manager and Director of Public Works with a Request to APPROVE and for Authorization to Enter into an AGREEMENT with ADS LLC, in an Amount Not to Exceed $3,000,000.00, for Combined Sewer Overflow (CSO) Flow Monitoring Services.

On December 15, 2020, the City Council approved a Consent Decree (CD) with the United States Environmental Protection Agency (USEPA) and the Illinois Environmental Protection Agency (IEPA) to remediate Combined Sewer Overflows (CSOs) (ref. item 20-303).
The City of Peoria requires flow monitoring services to monitor flows in the City's combined sewer system as part of its CSO control program. Over the next 18 years, the City will be designing and constructing CSO remedial measures to reduce CSOs and maintain compliance with its CSO CD. Flow monitoring and rainfall data are required for the design and post-construction performance evaluation of CSO control projects, CSO outfall volume reporting, CSO CD interim milestone reporting, and maintaining the City's hydrologic and hydraulic (H&H) model.
The Request for Qualifications (RFQ) for Flow Monitoring Services was advertised in the Peoria Journal Star and posted on the City website. This selection will fulfill the need for combined sewer flow monitoring services for the rest of 2022 and continue throughout December 31, 2027. A work order will be used to authorize the flow monitoring effort each year. The annual work order will have a not to exceed budget. The not to exceed budget for the 2022 work order is $320,356.00
Public Works received submittals on March 31, 2022, at 11 AM with three (3) firms submitting; ADS LLC, RJN Group, Inc., and Utility Systems, Science & Software, Inc.
The selection criteria included technical approach, firm experience, specialized expertise, staff capabilities, workload capacity and other (EEO and location of offices). ADS LLC was determined to be the most qualified firm.
