Communication from the City Manager and the Director of Human Resources with a Request to Authorize the City Manager to Execute the COLLECTIVE BARGAINING AGREEMENT Negotiated Between the City of Peoria and the PEORIA POLICE BENEVOLENT ASSOCIATION Covering the Period from January 1, 2014, through December 31, 2016.

BACKGROUND: Representatives for the City of Peoria and the Peoria Police Benevolent Association (PPBA) have been negotiating a successor bargaining agreement since October 09, 2013. The parties presented outstanding issues to an arbitrator twice during the negotiations. A final arbitration decision was rendered on all remaining issues on January 28, 2016. The PPBA represents two hundred twenty four (224) employees in the ranks of Officer, Sergeant and Lieutenant at the Peoria Police Department.

The major provisions of the agreement include:

* Terms of Agreement - Three (3) years (01/01/14 - 12/31/16)
* General Wage Increases:
01/01/14 01/01/15 01/01/16
2.5% 2.5% 2.5%
* Resolved an outstanding grievance by removing the good attendance incentive language from the contract.
* The union requested duty relief days be increased from 8 to 12 days a year. The arbitrator ruled that duty relief days should remain status quo.
* The City asked for elimination of longevity. The arbitrator ruled that longevity will remain status quo.
* The union requested an increase in availability pay. The arbitrator ruled that availability pay should remain status quo.
* The City asked for a change in step increases and the arbitrator ruled that step increases should remain status quo.

FINANCIAL IMPACT: Funding for increases are allocated in current budget.
