Communication from the City Manager and Director of Public Works with a Request to APPROVE a SOLE SOURCE PURCHASE of Two ISCO Portable Samplers, Two ISCO Signature Flow Meters, and Accessory Items from HYDRO-KINETICS CORP., in the Amount of $34,389.00. (All Council Districts)

BACKGROUND: In 2019, the IEPA performed an audit of Peoria's compliance with the NPDES Permit for Municipal Separate Storm Sewer Systems (MS4). The audit results, directed Peoria to incorporate strategies that will lead to improved water quality as reported in the Total Maximum Daily Load (TMDL) and Load Reduction Strategies for the Middle Illinois River. The pollutant of concern is fecal coliform in the Illinois River and Kickapoo Creek. Sampling stormwater within streams is part of the strategy to determine if fecal coliform from within the city limits is contributing to the problem.
Public Works is requesting to purchase the ISCO equipment based on the following recommendation from our SW Program Manager:
* There are two manufacturers of this specialized type of equipment. CMT's experience has been that Teledyne ISCO is the superior product for quality of equipment, support, and service after the sale.
* It is not advisable to mix and match equipment from multiple manufacturers.
* If there is a problem with the equipment, there are sales representatives that will come to Peoria to help troubleshoot and figure out solutions.
* Teledyne ISCO is on target with their delivery quotes for shipping products.
* Teledyne ISCO provides a one-year warranty with all the equipment from date of shipment. This warranty can be extended if for some reason the equipment is not installed shortly after delivery.
