BACKGROUND: A Request for Statements of Interest and Qualifications for the proposed project was advertised in the Peoria Journal Star and on the City of Peoria Website. Services include preliminary design and submission of the project to the Illinois Environmental Protection Agency's 319 Grant Program. The RFQ document is attached, which requested Statements of Interest and Qualifications from professional service firms to assist the City by completing the preliminary design of the parking lots and alleys located north of the alley north of Main Street between North University Street and North Underhill Street that maximize parking and incorporate innovative storm water management and green infrastructure features. The approved Consultant will also prepare and submit all necessary documents to the IEPA for the Non-point Source Pollution (319) grant and prepare a report describing other potential funding sources. The goal of this project is to obtain funding to construct the green infrastructure improvements in the parking lots and alleys referenced.

Submittals were accepted on August 28, 2014 at 2:00 PM with nine (9) teams submitting. The selection team included Traffic Engineer Nick Stoffer, Senior Urban Planner Shannon Techie, Civil Engineer Stephen Letsky and Civil Engineer Andrea Klopfenstein.
