Communication from the City Manager, Interim Fire Chief, and Interim Corporation Counsel with a Request to APPROVE a LICENSE AGREEMENT for the Use of the Emergency Vehicle Preemption System, between the City of Peoria and PEORIA HOSPITALS MOBILE MEDICAL SERVICES (d/b/a ADVANCED MEDICAL TRANSPORT OF CENTRAL ILLINOIS).

BACKGROUND:

The City operates a series of traffic control preemption devices at certain intersections within the City. The system allows the operators of public safety vehicles to emit a signal that changes the traffic control signal to green or, if the traffic signal is already green, extends the duration of the green light. The City operates the system under an Intergovernmental Agreement with the Illinois Department of Transportation for the maintenance of said devices.

The Illinois Vehicles code allows the installation of traffic control signal preemption devices on police vehicles, fire vehicles as well as ambulance or rescue vehicles when they are responding to a bona fide emergency. 625 ILCS 5/12-601.1(d)(1-4).

Peoria Hospitals Mobile Medical Services (d/b/a Advanced Medical Transport of Central Illinois) ("AMT") has requested the ability to install traffic control signal preemption devices on their ambulances and use the system when responding to a bona fide emergency. AMT has agreed to contribute approximately $50,000 annually for a period of five years toward the purchase, installation, maintenance, and operation of the preemption system.

The attached License Agreement outlines the terms of use and can be summarized as follows:
1. AMT may use the preemption system for emergency medical services only and use must be consistent with the City's agreement with the Illinois Department of Transportation.
2. The Agreement is for one year and will automatically renew unless terminated.
